We always recommend using insulation sleeves (foam block) in all bollard and park poles. Today, we use extremely efficient LED light sources that no longer provide enough heat to ventilate humidity out of the pole. This means that condensed watermay accumulate from the ground and up into the mast of the luminaire. The insulation sleeve also has this bonus, besides protecting against moisture, that it makes it difficult for insects to entering the fixture. If this is not enough, drain should allow the water to pulls away.
